Law enforcement agencies facing workforce attrition and eroding community trust are not dealing with a hiring problem or a training problem. They are dealing with a culture problem. This white paper introduces Cultural Current Theory and the Bridge-Shield Paradox as frameworks for law enforcement leaders ready to address the organizational mechanism driving both crises.
